have a built-in tvtuner. can this be used to record programs on my hard
disk? Yes
what are the pc (cpu) requirements for this capturing?
A 1G P3 is fast enough. Just don't use the computer while it's
capturing if you don't want dropped frames. This applies regardless of
the speed of the computer.

Processor speed requirements depend on the capture resolution and
compression type. For full 720 x 576 PAL mpeg2 capture a minimum 1.5GHz
processor is required otherwise lost frames will occur. I have a number of
ATI and Matrox integrated TV cards and it applies to all of them because the
mpeg2 compression is done in software. The exception was Matrox G400 TV
which does mjpeg compression in hardware.
