All day appointments do not show in Meeting Request ?

My boss uses his Outlook 2003 calendar to let everyone know when he is out
of town (Exchange 2003). He does this as an "all day" appointment.

He has shared the calendar, and anyone in the organization can view it and
clearly see when he is not here.

But if someone tries to schedule a meeting and include him, when clicking on
the Scheduling tab, he shows as available.

Is this normal behavior ? Is there a remedy ?

Has he set his calendar to show "Out of Office" or "Busy" for this time?
