All administrative accounts are locked

For one odd reason, all administrative users are locked (administrator,
backup administrator, etc.).
How can I acess the system without reinstalling windows.
Configuration of the affected system takes a long while and it is a mission
critical system.

Any help is welcome.

The built in administrator account should never be able to be locked out to
local console logon so try to logon as that account [which may be renamed].
You can use the command net localgroup administrators to see members of the
administrators group and use the command net accounts to see what the
lockout duration is. The command net user username will show the status of a
user account. Those commands need to be run on a domain controller for
domain accounts. What error message do you get when you try to logon?? ---
