I am receiving the following " AiO Software" stating The feature you are
trying to use is on a CD-ROM or other removable disk that is not available.
Insert the AiO Software and click on OK.
I do not have a disk such as this and this message i can not delete, in
addition I can not shut my system down as it keeps popping up.
 
When doing what?

msconfig

Go to startup and untick the entry for it. That should stop it loading and
therefore stop it complaining.

How is this Outlook related?

Uninstall the software and/or use msconfig to disable the startup item.
