My Kobion KOB 650GL NDSMx motherboard manual does not specify if i need to
load AGP or VGA driver for the onboard video to work in windows 2000

know ? Can somone explain me this concept ? thanks in advance

By the way it's Kobian.
I'd try the VGA driver, as that is how SIS describes the inbuilt
video. While they use AGP to describe the support for an AGP
socket on the motherboard.

Shouldn't the AGP driver be a chipset-specific driver for the port,
regardless if it's a card in the slot or integral video?

Then the VGA driver would be for the integral video itself.

In other words, it is likely both should be installed, as they serve
different puposes.
