After reboot, I retain login account info but lose the passwords

After a reboot, when I access frequently used websites, the account name is
remebered, but the passwords needs to be re-entered.
The password is then remembered for as long as the system is not re-booted.
Once a reboot occurs, all the passwords are forgotten and need to be
re-entered the first time the web sites are accessed.


Win2k with all the most recent upgrades/fixes/etc
