After re-installing Widows XP I can't log-on with previous user names

After re-installing Widows XP I can't log-on with previous user names. The
names appear under Documents and Settings and the files are still there. Do
I have to create a new user, then copy and paste the old user's info into
the new user? Or is there a "simpler" way?

Also, one user won't open at all to view files through Explorer. It was an
administrator user and password protected. I would like to recover the files
stuck in this user as well.
