After Login now icons or taskbar

Hello,

We have a weird problem. Win2k all updates. When we login to the box it
doesn't display the icons or the taskbar. If we do a ctrl-alt-del we see
that explorer is running. This has happened now to two different boxes. The
first box was a test box so I didn't think anything of it so we wiped the
drive. The second box is our production box and we haven't changed any
settings. Is there a know issue? Under safe mode the machine loads fine (for
safe mode that is). How can we resolve this? Thanks in advance.
