after first restart, setup starts over

I am reinstalling windows xp, and I start by putting the
disc in the drive so it boots to the windows setup. From
there, I format the hard drive and then setup copies some
files. Then it restarts, saying setup will continue
afterwards. But then it acts as if I didn't do anything,
going back to the beginning of the setup. I try the
whole thing again, and it says there already is a windows
folder, which is the one it just made 5 minutes ago, and
asks if I want to overwrite. Whatever I try, when I get
to the point where I have to restart the computer, it
starts from scratch. What can I do?
