After archiving i still get the mail store is at max capacity ???

I continually get the error "mailbox is at max capacity" I have archivning in
place and I archive my inbox and sent items into two seperate archives. What
else could be causing this issue?
 
You cannot archive your Inbox. Make another folder, move everything to it and
empty the Inbox. Then you can archive the new folder.
