Advice on Windows Server limiting available internet bandwith to clients?

I have a small workgroup consisting of 9 Window XP Professional PCs. All
networking and internet connectivity is handled by a broadband modem router
with very little configuration options.

I'd like to install a single Windows server to provide file and print
sharing services as well as to provide internet services to all
workstations. My question is 1) what is the name of the services that
provides internet connectivity to the clients and 2) can this service limit
the bandwidth allocated to each client?

At this time, some clients consume to much internet bandwidth, which affects
the rest of the clients and I'd like to see if internet bandwidth
consumption can be controlled by the server.

Please advise.
