Advanced key remapping

I'd like to remap some keys on my keyboard. I'm aware of the registry
scancode mapping, but this is probably not sufficient in this case.

I'd like to make the windows key a modifier (like alt or ctrl), so
that WinKey + U would generate a '$', WinKey + H would generate '('
and so on. On unix, I had these kind of mappings easily configured
using xmodmap. How do I do it on Windows?

You can use the excellent MS Keyboard Layout Creator to
modify or create keyboard layouts:

This is helpful, but not enough in my case. I'm using a laptop without a
keypad and it has another state key between the 'ctrl' and the windows keys
that activates a virtual keypad. I want to use that state key to change my
function keys into media controls for winamp.
