adprep /domainprep fails when upgrade to 2003

I get this in the log while running ADPREP /DOMAINPREP on Win2k adv srv
during upgrade to Win Ent 2003.
Does anyone have an idea where to look.
What I can see the sysvol is ok. So why can't it be found by the upgrade?
ADPREP /FORESTPREP worked as it should.

Adprep verified the state of operation
cn=446f24ea-cfd5-4c52-8346-96e170bcb912,cn=Operations,cn=DomainUpdates,cn=Sy
stem,DC=myDom,DC=local.

Adprep was unable to complete because the call back function (null) failed.

Error message: Windows cannot determine the local sysvol location. Upgrade
of Domain Group Policy Objects failed. (The system cannot find the file
specified. )

[User Action]
Check the log file Adprep.log, in the
C:\WINNT\system32\debug\adprep\logs\20030830180300 directory for more
information.

Adprep was unable to update domain-wide information.

[Status/Consequence]
Adprep requires access to existing domain-wide information from the
infrastructure master in order to complete this operation.

Check the log file, Adprep.log, in the
C:\WINNT\system32\debug\adprep\logs\20030830180300 directory for more
information.

Presumably this is actually FROM the log file so you did check
the log it suggests, right?

A couple of things to confirm:
Service pack level of the DCs
You are running on the Schema Master?
Your replication is up to date (I had trouble with this as
a DC was offline and it wouldn't let me proceed until I
remove/replicated to that DC.)

Just ideas (not a complete solution.)

I also have the same error
dcdiag /v, reports no errors
netdiag /v reports no errors

no errors in the event logs.

2 domains in the forest. I have enough permissions (schema, ent,
domain admins)

all FSMO roles on the one server (including GC), wonder if that is
causing a problem, GC on inf master??

all services started, etc.

permissions seem fine on all the 2 gpos (i have added Enterprise
domain controller full permissions on all GPO's), but still the same.

anyone else with any advise?

GC on Infrastructure master is only an issue with Forest wide objects--
in a single domain it doesn't matter and even in multiple domains it is
only a cosmetic issue (when objects are renamed in another domain.)

I moved the Infrastructure Master role to another Dc in my
organisation. The DC was also a GC, so that did not impact it.

After moving, i was then able to perform adprep /domainprep
sucessfully.

I suggest to everyone having this issue, to move the IM role to
another DC. If you only have 1 DC in your domain, then install a 2nd
DC, move the IM role to the server, and try adprep /domainprep.
