Adminpak.msi Windows 2000/2003

I have a user that needs access to the Active Directory
Users/ Computers to reset domain passwords, however when
we installed the ADMINPAK and tried to run the snap-in we
get the following error message:

"Snap-In Failed to Initialize
Name: <unknown>
CLSID:{E355E38-...}"

He is a local admin and we have tried to remove and
reinstall the adminpak, but nothing seems to work. Any
help would be appreciated. I have three other users that
are working without incident.
 
Installing the Adminpack will do nothing for the user if he/she's not a
domain Admin.
 
That's not true. Again, other memebers of my Helpdesk do
not have Domain Admin rights, but they are able to run the
User/ Computers without any issues.
 
You mean to tell me that a Domain User with no Domain Admin rights can
change other domain users' passwords? Yeah, that would be very secure.
 
No, I am telling you that my Helpdesk staff can change
passwords without Domain Admin rights because of a
security policy allowing the Helpdesk Group to reset
passwords/ unlock accounts - nothing more. What I can't
figure out is why my one employee is getting this error
message.
