In order to 'chat' with Verizon tech support I need to install some Verizon
software. But I am somehow blocked. I get a message indicating that I need
to log on as administrator to enable ActiveX installation.

How does one do that?

is it not like this click start,users,just click onto administrator,then
go to control panel,internet options,click advanced tab,and click
restore defaults,click apply or ok
 
Your user account is limited account with limited rights.
If your PC has administrator,contact him to allow this installation.

If your are the only one who uses that PC,just log-on using administrator
account.
