administrator/user login password

When I try to login to the computer, the folowing message
is displayed:"The system could not log you on. Make
sure..." I am unable to logon as either the administrator
or user and therefore am unable to reset the password.
Any help in gaining access to my machine and resetting the
passwords will be appreciated.
