Administrator Rights

I followed the steps posted in the link for Error message when you try to
install a hotfix or an update on a Windows XP computer: "You do not have
permission to update Windows XP"http://support.microsoft.com/kb/951244/

but when I expand 'System Tools' I do not see a 'Local Users and Groups'.
Any reason why this folder is not showing up? The computer is my personal
one and I am the administrator on the system.

(Be specific - Home, Professional, Media Center, x64, etc? SP1, SP1a, SP2
or SP3?)

Machine in a Domain (or was in a domain?)
