Administrator problems!

Please help!! After hours on tech support between HP, Microsoft, back to HP,
I am about to cry! I am stuck in the supportless warranty void and tech
support wants to charge me for help!

I have discovered a problem trying to download software to vista- my
experience is this:
Downloading software, choosing save to desktop, the file will not download-
watching the desktop you see the icon appear, then immediately disappear.
Tech support had me create a new user with admin rights and try to download
the software- same problem.
When trying to save directly to C drive it tells me the account is not the
administrator- in ANY account.
May be helpful to note that I was able to download when in safe mode with
networking capability...

1. In Control Panel, open User Accounts.
2. Click "Turn User Account Control on or off".
3. Check the box to "Use User Account Control (UAC) to help protect your computer" and then click OK.
4. Restart your computer.
5. Download your desired software.
