Administrator Priveliges

I receive the following message when I try to
acess my Display Settings in the control panel, "Your
system Administrator disabled the Display control
panel.". Although I am logged in as the system
administrator, I can not change acess the Display
Settings. How can I enable the Display control panel?

I've been logged into an administrator acct before in which the display properties and start menu options were disabled by the group policy (gpedit.msc) console. I found that by disabling the rule I was alright. Run > gpedit.msc > User Config > Admin Temp > Control Panel > Display > Remove Display from control panel (disable) and I was fine!
