Administrator or not (again)

I'll try this again without trying to appear to be more
knowledgable than I am (see below).

When I install new software, why doesn't the new program
appear in the Program Menu on my Start button?
 
Perhap the install routine of the software does not
create a shortcut within either your profile or the
All Users profile. This is an optional action entirely
under control of the installer. It is not an automatic
action done by Windows.
