Administrator log-on problem

When attempting to log on as administrator, I get the
notice "Unable to log you on due to an account
restriction." Question as follows;

1: How was this restriction created?
2: How can I correct it so that OI can log on as
administrator?

Windows XP Home edition SP1
Multiple user accounts

Many thanks and "kudo's" to the person who can help me
with this!!
 
In XP Home, you can only log into the built in Administrator account in Safe
Mode.
