Administrator has denied access to CD/DVD ROM drives

I get this pop-up message every time I boot up. It is the last thing to show
up on the desktop. I cannot access optical or floppy drives. I am the
administrator, in fact, I am the only account in the computer. I didn't used
to have this problem. I think it was right after a System Restore or a
"fix-it" session that this happened. If this is a CMOS phenomenon I have
forgotten how to access CMOS. I am using an Intel D915GEV mobo, Pentium 4
processor, and XP Pro SP3. I'm sure the answer to this is simple, I just
can't find an answer.

Note: There is a hidden 'Administrator' account (the account name is:
Administrator) in Windows.
The default password for this hidden account is normally blank (none). Use
this account if you
are not already using it. If you are then create another account with admin
privileges and see
if the problem still occurs.

For XP Home users:
Boot the computer into Safe Mode
Do this by pressing the F8 key (several times) after the Power On Self Test
is finished, until the Start menu appears.
This will get you to the correct menu window.
Once in Safe Mode, you will see the normally hidden Administrator account
and any other accounts.
(Note: Accounts are displayed alphabetically).
Use the mouse or Up/down arrow keys to highlight the 'Administrator'
account.
The default password is a blank (no password required).

For XP Pro users:
You do not need to go into Safe Mode.
At the Welcome Screen, do/press the Ctrl-Alt-Del keys twice to display the
Windows logon box.
Type in "Administrator" (without the quotes), by default the password is
blank, no password need be entered.

Thanks JS. Once I am in as "Administrator" then what do I do to permit access
to these drives?

You have a Policy set that is causing that message.

1. Copy between the lines and paste into Notepad.

"NoCDBurning"=dword:00000000
"NoDrives"=hex:00,00,00,00

2. Save-as CD_Policy.reg (or any name + .reg)

3. Double-click or right-click and merge into the registry.
