Administrator does not have administrator privilege

Windowss XP PRO. Logging in as the local administraor and attempting to
create a restore point results in the error

"You do not have sufficient security privileges to restore your system.
Please contact your administrator, or logout and log in as an administrator
and try again."

I get the same error if logged in with the local adminstrator account, a
member of the local administrators group, or the domain admin.

Something simplie I am just plain missing here??

You may haver spywares that have taken control of the system.

Thanks for the reply.

THis system is clean. All AV updated and current, all patches in place, and
spyware scan reveals nothing.
ANy other dieas??
