Is there a way with GPO to make availabe to users certain items in
Administrative Tools in Control Panel? For example, I want ODBC availabe for
our Applications team, but not the rest of the items. I have the cpl for
ODBC in the show list in GPO, but it does not show up for them. I assume
this is because the Admin Tools folder is also hidden.

As far as I know, you can...

Prohibit access to the Control Panel
Hide specified Control Panel applets
Show only specified Control Panel applets

Without a custom template I don't know of a way to hide or show parts of
Administrative Tools.
