ok lemme aska noob question do administrative shares such as C$ allow admins
to access the C drive from another PC?

If the setup of the computer supports networked administrative access, then yes,
someone granted administrative authority will be able to access the C Drive thru
the network. If the computer is using only Guest authentication, then no,
because Guest has no administrative authority.
