Administer Domain server without being a domain admin

I have a user That i need to allow access to a server. This server acts asone
of our domain controllers. How would I give them administrator access to the
local server without giving them administrator access to the whole domain.

Whatever permissions you provide at the domain level on one dc you give to
them on all dc's.
