Admin Rights GONE!

This is a very weird issue. Somehow, my computer decided that I no
longer have admin rights. I am running Windows XP Home.
I do not know what happened to cause this problem.
Here is what I've attempted so far:

Logging in safe mode as ADMIN and reissuing administrative rights to my
user account.

Creating a new account (while logged in ADMIN safe mode)

Restoring to a system checkpoint.

None of these options worked. The system restore will not work at all.
I get through the process and it tell me it was unable to restore. I
have tried the restore in both ADMIN and my user account.

I do not want to format this computer. I really need assistance. Will
someone please help me? I can't add/remove programs or anything.
Heck, I can't even right click on the desktop and choose Properties!
Sheesh!

Ted, while I appreciate your helpful information, I still need a
solution to my problem...how do I restore admin rights or create a new
user that will have admin rights? I did try to create a new user with
admin, but that was unsuccessful. That new profile had the same
problem.

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

If the procedures look too complex - and there is no shame in admitting
this isn't your cup of tea - take the machine to a professional
computer repair shop (not your local version of BigStoreUSA).
