Admin not working for install

I have a customer who is the admin on an XP Home SP2 laptop. Trying to
install the program using windows installer and getting an error "the sys.
admin has set
policies to prevent this installation". I confirmed he is an admin on the
machine.
Checked the windows installer settings in services they looked like my
settings.
Any help?

No it is not Norton it is a program for chiropractors to do reporting.
The customer is the admin on the machine so I am at a loss to understand what
"policy" windows is talking about.
