Cant install programs as Admin

I have a customer who is trying to install our program (for chiropractors to
do reporting) and the windows installer gives us this message: "Windows
Installer,
the system administrator has set policies to prevent this installation".
The customers user profile is set to admin. So what gives? I have checked
the Services
section and the Win Installer settings appear normal. What am I looking
for? Help!
System Win XP home SP 2 on a Toshiba Laptop (if it really matters).

Hey there Johnny,

Just a couple of things I'd like to know real quick:

1) Are you using the Builtin Windows Administrator Account?
2) Have you tried creating a local profile for you user as a local
Administrator?

If you are using the Builtin account, you may want to check the actual
properties of that account. The reason for this is that, as a good security
practice, some Administrators will rename and disable the Builtin
Administrator account, and then create an account named Administrator and
grant it user rights, to prevent the builtin account from being used as a way
for a malicious user to get permissions that they shouldn't have.

Also, you may want to create a local user profile with administrative rights
for your user. if you do this, then the user can log into the local pc to
install the application. A local user profile will override the permissions
of the domain and allow you to install the application as well.

No, the doctor is on a laptop with a wireless connection to a hub for
printer and
internet access. He has his own user profile on the machine which is
according
to the user accounts display set to admin. I even tried creating another
account
with admin rights and logging in on that account without any change. (as
you suggested below)

The only other account on the laptop now is a "limited user" account which
he has
set up for his kids. So now there a three profiles listed: His original
Admin account, my new Admin account and one Limited user account.

I have never run across this before but have started poking around in the
registry
looking for ways to modify the policies for the windows installer. I have
come across three locations where I am going to have him change the
Permissions for the user to Full Control, they are:

1)HKEY_LOCAL_MACHINE\SOFTWARE\install shield

2)HKEY_LOCAL_MACHINE\SOFTWARE\microsoft\windows\current version\installer

3)HKEY_LOCAL_MACHINE\SOFTWARE\policies\microsoft\windows\installer

Any help would be appreciated. Thanks.

It may be that it is on a domain as he has two pc's connected through
a hub. If that is the case is there something I can check?
