Admin doesn't have enough rights

I want to change the drive letters of my DVD player
If I log in as Administrator I get a message that says
I don't have enough rights - How is this possible I
thought Administrator could do anything

I sent a reply but I think I had finger trouble and it seems to have
vanished - please say there is a solution :-)
