Admin account not working as it should

When trying to install some programs or altering configuration settings in xp
pro I will get a message that I need to be logged in as administrator to do
these. I log in as administrator and still get the same messages. Is there
any fix or download that can cure this problem?
 
your absolutely sure your'e in thee Administrator login.

Open Start menu. does it say administrator?

Poisitive, I've gone over all of my settings and made sure in the security
tabs on properties to make sure all child permissions are inherited from
parent, but still same problem.
