Is there any way to have XP Pro change a BIOS setting? We
use the Compaq d510 and d530. When the machine is powered
down without using restart it cannot be turned back on
remotely. This can be changed manually by adjusting a
BIOS setting. Can XP Pro interact with the BIOS to make
this change?

No, Windows XP cannot "interact" with the BIOS settings.
Open the BIOS and enable the "Wake on LAN" setting.

In theory this is possible, but only Compaq (or a determined hacker ;) can do it.

The user can get into the BIOS setup, consult the manual.

for compaq it's usually the "F10" key during power-on.

Compaq has utilities to manage PCs and do things like this en masse. The
tool is called HP Insight Management.
