Can Yahoo mail be accessed through Outlook with Earthlink as the ISP? If so,
how?

In order to access mail from a Yahoo account in Outlook, you have to have a
paid Yahoo account.
 
I do have a paid Yahoo account. Yahoo can receive mail from POP3 accounts
(such as Earthlink) but I wish to do the opposite, i.e. receive Yahoo mail
through Earthlink.

Just reference the Yahoo! POP server in your account while connected to the
Earthlink network. It should work. Use your Yahoo! credentials to
authenticate.
