Adding Users to Active Directory

Whenever I add a new user to Active Directory Users and Computers it
adds fine on the Domain Controller that I initiate the add on. On the
second domain controller, I open up Active Directory Users and
Computers and I see the user, but the user is always disabled with a
red X. All I have to do is right click and Enable Account but is this
necessary every time?

One Domain Controller is set as Global Catalog and one is set as
Infrastructure Master. I get no errors at all in the AD Replication
Monitor. One has Exchange 2000 loaded and the other has Exchange 2000
Administration Tools.

Why does this happen every time?

By default when the new user replicates over to the other DC it will show up
initially as disabled. Before you enable it, give it a minute or two and do
a refresh and it should be fine.
