Adding Trusted sites in security tab

as Administrator I should be able to select that Trusted Sites button to add
new trusted sites. At this time, the button appears transparent/blank so
that I can not select it. Where can I change this setting to that I can
select it.

Under another user with administrator rights I am able to select that button.
