Adding to administrators group

When attempting to add a new user or group the the
administrators group on windows2000 server I get the
following
"Object picker cannot open because no locations from which
to shoose objects could be found"
This is a server running windows2000 Citrix metaframe 1.8
and is in a workgroup. The same error was received when
this server was part of a domain. Under the adminstrators
group those users that are in there but are not local show
up as a sid and the came is not resolved. Same thing since
it was taken out of the domain and put into a local
workgroup.
