adding text to a cell in a table

I have inserted a table into the main cell of my layout table. I have sized
the cells so it all fits within my layout boundries. Now when I go to add
text in my cells, the cells expand with each character added. Do I have to
add a text box to each cell to input data without affecting the cell size?

You have to have content in all cells, either 2 spaces or a transparent GIF image.
