Adding services under Windows XP

Is it possible to add a custom service under Windows XP Pro? If so, how to do
it?

Run the application without the need of a user session. (Example: Running R'mon, F'mon as service tracks the logoff/logon process, which is not possible if run as user session. when a user logs off, the app will terminate as well. Firewalls run as a services and with an UI)
