Adding Programs to all Users

As an administrator, If I load on new software it does
not appear on the Programs menus for other Users. Why and
how do I add the programs to the other User accounts?
 
C:\Documents and Settings\All Users\Start Menu\Programs

just move (NOT copy - or else your menu will end up with doubles) the
shortcuts for the programs you want there.
