adding programs

I am using windows xp home with me as administrator and one limited user. When I load a new program, it loads only in the administrator portion and not the other user. How do I get the programs into the users account? I called Dell help and they walked me through a process that did not work.
 
Perhaps put the icons for the programs in the all users menu

Right click Start button
Select Explore All Users.
Then open the Programs folder.

Try putting a shortcut to the programs that you want all users to use in the All
Users area.

Just a suggestion.
