Adding Printer for DOS programs gives an "Access denied error"

We have some users that use an old DOS based program and
they need to be able to print from this. I have tried to
add the printer using Net use lpt1
\\server\printername /persistent:yes . But then it gives
me an error message saying Access denied and prompts me
give the user name and password. This person is in the
power user group in XP but when i add the person to
Administrators it will allow me to do this. Any clues as
to why and how to fix it would be appreciated.
FYI: on a 2000 OS i have experienced no problems capturing
a printer for DOS programs.

Yes the security team locked that down. If the program can use LPT2: users
can map this if there is not a real LPT2: device installed on the system.

Alternately, if there is not a physical printer attached to the clients,
disable the LPT port in the computer BIOS. Then users can map LPT1:
