How can I create a web page where someone wanting access
to the page would have to log-in with a user name and
password prior to getting to the page you want them to
see.

You could put the page in a subweb and set unique permissions for the
subweb - then add the user in the FP permissions. That is, as long as your
web host provider does not block this function. Here's a tutorial on
setting permissions with FP 2002 server extensions:

Or See http://support.microsoft.com/default.aspx?scid=301554
Your host will have to support subwebs and unique permissions under the FP Server Extensions
