adding a local group through command

Hi All,

I was trying to add a localgroup through the command prompt using the net
group command. But in WindowsXP it is saying that this command can be used
only by windows domain controller. Please provide me a solution to do
this...

In all versions for a long time
net group
targets the domain SAM
net localgroup
targets the machine local SAM
