Addin - Component not registered

After installing an addin I get the following messages.

Component not correctly registered
then
unexpected error (336)

And the program toolbar is not added.

I was able to add this addin on another machine with the
same OS but this one particular machine is giving
problems.

I have even tried the following:
re-registering the components manually
windows|start button
regsvr32.exe pathandfilename.xxx
eg.
C:\>regsvr32 "C:\program files\common files\system\ole
db\file.dll"

Also, re-registering Excel's defaults
Close Excel and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver

None of the above has worked and it is getting very
frustrating.
Please HELP !!!!
