Add / Update Windows-Key assignment through windows

I have been searching for a way to create / add / update the
Windows-Key assignments without using a software package and I can not
find a solution. I know about creating shortcuts, desktop icons, etc.,
but that is not what I am looking for. Basically, is there a registry
setting or file location that contains current Windows-Key assignments?

What do you mean by "current Windows-Key assignments"?
