add/remove programs

I don't have add/remove programs in control panel anymore,
I don't know what happend to it. Can someone please help
me get it back.

I also recieved this message

LoadLibrary("C:\WINNT\system32\appwiz.cpl") failed - The
specified module could not be found.

1. Try registering the component:
a. Start --> CMD --> <OK>
b. At the command prompt: C:\>regsvr32 appwiz.cpl

If this doesn't work...

2. Start --> Run... --> SFC /SCANNOW

If this doesn't work...

3. Reinstall the OS.
