Add/Remove programs

When I run add/remove programs in the control panel, a
window comes up and its blank, the top of the window bar
reads "res;//sp3res.dll/default.hta"

what the heck is this, and how do I get add remove
programs back.
I'd like to do this without reinstalling the OS. I have
software on this system that I can not replace. It is no
longer supported.

I just fixed the same problem, but it took step 4 to do it.
Works great. sstep 1 did nothing.

I received the message "DllRegisterServer in appwiz.cpl
Succeeded"
The problem still exists. I re-installed IE6 and still
nothing.
