Add/remove programs won't open when dbl clicked

I use Win2K desktop on an internal office network (NT 4.0). I have SP4
installed. When I go into CTRL PNL and double click add/remove programs,
nothing happens. There is no error message. If I keep dbl clicking the
option and go to task manager and look at processes, there are multiple
instances of mshta.exe running. I can terminate them from here but it does
not resolve my problem. Does anyone have any ideas?? I have checked MMC to
see that I have authority to run add/remove- I have the authority.

appwiz.cpl may have gotten corrupted. You might want to replace from your
original media.
