Add/Remove Programs, NET Framework

In 'Add Remove Programs', I have the following:

Microsoft .NET Framework 1.1
Microsoft .NET Framework 1.1 Hotfix (KB886903)
Microsoft .NET Framework 1.1 Hotfix (KB925168)
Microsoft .NET Framework 2.0
Microsoft .NET Framework 3.0

Can I safely remove the first 4 and just leave version 3.0 installed?

No. Some programs need the specific version they were written under.

The program's documentation should make it clear.

Before XP, I used 98SE and I don't recall having any .NET Framework and
I'm using programs from 98SE plus a few updated versions like Turbo Tax
and XnView but they don't appear to need .NET Framework.

Is it possible that there are no programs on my computer that use .NET
Framework?

Certainly. .Net is still relatively new. There are more and more such
programs all the time, but not everyone has one. If you don't have any now,
you probably will soon, though.

But my recommendation is not to worry about whether you have any or not.
Just keep the .net framework files installed, and they will be there when
you need them. They use only a tiny amount of disk space.
