Add/Remove Programs Missing

This is a brand new WinXP installation. Everyting else works. When I click
on Control Panel/ Add/Remove Programs the Applet does not come up; all that
happens is that the mouse cursor changes shape briefly. Under Windows 2000
I can simulate the same behavor by clicking on C:\Winnt\System32\mshta.exe
(the Add/Remove Programs applet) in Windows Explorer, so I suspect it might
be a lack of authority or security issue. Does anyone know how to fix it?
